Everyone is a Believer
Sage Balmiki asserts -
लोके न हि स विद्येत यो न राममनुव्रतः ॥
loke na hi sa vidyet yo na raamamanuvratah
“There does not exists a single soul, who does not love God".
There are only a handful of people like Tulsidas, Soordas, Meera Bai, Kabir, who could be called lovers of God. In our everyday dealings we find only a few people who claim to believe in God, whereas most people doubt His existence and some even label themselves as an non-believer. But sage Balimiki's statement means one could be communist, heathen, pagan or tribal etc. yet they are a believer of God. This claim seems totally outlandish.
Saint Tulsidas says the same in even more emphatic words -

Both Valmiki and Tulsidas are God-realized saints hence they possess all the powers of God, including His perfect knowledge –

“One who knows God becomes God like”.
Since they have perfect knowledge, every word they say is true. So, let us reflect on the authenticity of their statements.
If you ask a group of people about what is their earnest desire, you may receive a variety of answers viz; wealth, health, position, fame, education, control, freedom and so on. Ask a child, who is carrying a big load of books,”Why do you carry so many books”? He would say it is necessary to study to get to the next grade. Keep questioning him deeper on the same topic,“Why are you so anxious to get to the next grade?”. He might say,”So, I can get higher education”. Ask again,“Why do you want to get higher education?” He would say to get a good job”. “You don’t like obeying the rules made by your parents. Why do you think you want to work so hard to get a job in which again you will have to obey rules”? For good money. “Why good money?” “To live a comfortable and happy life”. “ Why do you want to be happy?” Your questions will cease to exist after this question. He would only say, “I don’t know why, but everyone naturally wants to be happy”!
Everyone, from the creator Brahma to an ant, wants to be happy. Even a new born child, cries right after his birth thus proclaiming, “I want happiness. I do not want the pain that I suffered during the time of birth”.

In this world there is endless diversity and variety. No two fingerprints are identical, no two leaves on a stem have exactly same shape, no two snowflakes have the same shape and no two people have the exactly same temperament, likes or dislikes. Then how come the desire for attaining happiness is universal in all the living beings. It’s a mystery.
Our Vedas resolve this mystery. As a natural law, every part wants to be with the whole. If you are holding a lump of mud, just let it loose it will immediately fall and mix with the earth, as earth is the origin of that mud. All the flames naturally rise upwards, since sun in the source of fire. No matter where the river originates, it rushes towards the ocean, since ocean is the source of all water.
Soul is the infinitesimally small part of God.

If soul is part of God, so soul should desire God. Why does it desire happiness? Veda gives the answer -
आनंदो ब्रह्मेति व्यजानात्।
aanando brahmeti vyajaanaat
aanando brahmeti vyajaanaat
"God is happiness".
It is incorrect to say God has happiness. Vedas say God and Happiness are one and the same.
Being a part of God, every soul naturally and desperately wants to meet Him. A soul cannot be happy until it meets its origin God, who is the unfathomable ocean of boundless, everlasting, ever-increasing bliss. This is the reason why no amount of wealth, position, fame or any material matter can satiate our desires.
Even though we might deny God yet we are perpetually hankering for these material achievements to become happy. This attitude is like saying” I hate the husband of my mother, yet I love my father”.
Humans are considered to be the most intelligent beings, yet we sometimes fail to recall what we were thinking 2 hours ago. But the quest for happiness is such that even after roaming in 8.4 million life forms, after enjoying luxuries of swarg (heaven) countless times, after bearing the atrocities inflicted in narak(hell) countless times this desire to be happy hasn’t yet been forgotten.
That’s why Sage Balmiki and saint Tulsidas Ji asserted firmly that even if one were to practice to be unhappy for billions lives one can not forget God, who is synonymous with Happiness. Hence, everyone without being taught is a believer.
